confirms that students learn best in an environment that
is healthy, primarily uses natural lighting, is clean, and
in good repair. Moreover, in the next few years, several
new school buildings will be constructed throughout the
state, especially in once-neglected urban areas. This program
examines how these schools can best use energy resources,
integrate natural light, conserve water, protect indoor
air quality, conserve material resources, and deal with
other environmental challenges. The issue of how schools
are built has gained national prominence as educators learn
that facilities directly affect student achievement and
teaching quality. Additionally, this panel of experts speak
to the political, fiscal considerations, and policy implications
of the No Child Left Behind Act, the Abbott School Construction
Program, and Governor McGreevey's Executive Order mandating
that New Jersey require all schools built by the State be
"high performance" facilities.
